WZS OP rockmusic remains active on WZS and has answered all questions to the best of his ability, including the following key points - This is the only recording he has from that day, he cannot remember specifics aside from the recording year (1984), and that he recorded this in northwest Germany, either from German radio or the British Forces Broadcasting Service (BFBS).
PersonOfDistraction created a spreadsheet to rule out leads, including Discogs results, most of which were quickly ruled out. Notable outliers, which have since been ruled out, included Mitch Ryder's "Uncle Sam and the Russian Bear", as well as a song called "Dreamland" by a band called Early Warning System.
PersonOfDistraction also contacted several psychedelic rock experts who solidified the song as early 1980s. This seems to align with the lyrics of the song, which make fairly overt references to Ronald Reagan ("for God's sake Ronnie"). He also posted the song to the Steve Hoffman forums, but nothing came of it.
Additionally, PersonOfDistraction also contacted several BFBS DJs/program managers, including Andrew Joynson, Marc Tyley, and Richard Astbury, all of whom were unable to ID this song.
